President Heeren called to order the Regular Meeting for March. Members approved the minutes of the February 20th Regular Meeting. They also approved payment of all bills and claims, the Treasurer’sReport, and renewals with the Illinois High School Association (IHSA) and Illinois Elementary School Association (IESA) for 2019-20.

During Board input, members discussed the IASB Northwest Division Dinner Mtg. that was held in Sterling on March 13th, the Board of Education Scholarship, the Alliance Leadership Summit in Springfield attended by Dr. Hansen and Steve Snider, and the following end of year events:

5th Grade students Callie Blevins and Trixie Carroll made a presentation to the Board about starting an Art Club. Action on starting a new club will be scheduled for the April Board meeting.

In Old Business, administrators shared a status report on the work of School Resource Officers. Principals report that the Officers have been a resource not only for the school, but for students and parents as well. The Board also took action to approve the calendar for the 2019-20 school year. After discussing input from the Elementary and Jr/Sr High School teachers and the Calendar Committee of the Eastland Educatioin Association, the Board approved a calendar as follows:

First day of student attendance — W, August 14
Labor Day — M, September 2 — No School
Columbus Day — M, October 14 — No School
Parent/Teacher Conferences — M, November 11, 11:10 a.m. Late Start (Conferences 3:30-7:00 p.m.)
Tu, November 12, No School (Conferences 12:00-8:00 p.m.) 
Thanksgiving Break — Th, Nov. 28 – F, Nov. 29 — No School
Christmas Break — M, Dec. 23 – F, Jan. 3 — No School

The approved calendar includes during the winter months, those days will be made up at the end of the year, between May 18- and May 29. The last possible day of student attendance would be May 29. The calendar also reduces the number of Teachers’ Institute Days from 4 to 3, and includes six (6) early dismissal days for School Improvement Planning.

Continuing, the Board approved a one-year extension of the current Strategic Action Plan. The plan includes updated information on district financials, goals, trends and targets through the conclusion of the 2019-20 school year. The goal of the 1-year extension is to keep the District moving toward targets while the new superintendent and Board have an opportunity to plan for the next iteration of a new Strategic Plan. The Board approved a request to start an Eastland Jr/Sr High School Powerlifting Club. Chris Dertz had presented the proposal at the February meeting. They also approved renewal of intergovernmental agreements with Chadwick-Milledgeville as follows:

  •  Shared Transportation for 2019-20
  •  Boys’ and Girls’ Golf Cooperative (hosted by Eastland) for 2019-20
  •  Boys’ and Girls’ Track Cooperative (hosted by Milledgeville) for 2019-20

Dr. Hansen commended the districts and the Boards for continuing to support these agreements that effectively and efficiently expand opportunities for students in both districts.

As a final item in Old Business, the Board approved a transition plan for new superintendent Alex Kashner that includes five (5) overlapping days at the end of June when the two superintendents can work together. Also included are a public Open House on Thursday, April 11, from 5:30 – 7:00 p.m. in the library at Eastland Elementary School, and one (1) day in April when Dr. Hansen will be introducing Mr. Kashner to vendors and key contacts in the community and region.

In New Business, the Board heard a first reading of proposed fees for the 2019-20 school year. He is recommending no fee increases except the .10 cent per meal increase required to bring the cost of school breakfasts and lunches to a level equal to the amount reimbursed by the federal government for free lunches. His comparison of all school fees in the region showed Eastland to be the second lowest aggregate fee burden on students/families, with fifteen (15) districts charging more in aggregate annual fees. Eastland is 1 of only 3 distircts that do not charge a fee for athletic participation, and 1 of 5 that do not charge a technology fee.

The Board briefly discussed timelines for the renewal of property and liability insurance, and health insurance, so that new plans are in place on July 1, when the current plans expire. The Board Facilities Committee presented for a first reading recommended changes to the 3-year Facility Improvement Project List; the recommended change is to move the project to replace the rooftop HVAC units on the 1999 additions of both buildings to the summer of 2020. That project was originally scheduled for 2021. Funds are set aside for these projects and will not require additional bonding or an increase in taxes.

Athletic Director Scott Hartman provided a report for a first reading on proposed changes to the non-contact Jr. High Football program. The proposal is to increase the number of days that the students practice and workout, and to possibly play some non-contact contests against schools in the region. Action to approve the proposed changes will be scheduled for the April Board meeting. Hartman and Principal Burkholder also presented information on the possible purchase of a video streaming system so that events held at Eastland Jr/Sr High School could be viewed via video stream on televisions or monitors anywhere in the world. The proposal would use no District funds.

As a final item in Old Business, the Board approved a Booster Club Request to sponsor the non- school Lanark summer baseball program.

The Board adjourned to closed session at 7:53 p.m. to discuss “the appointment, employment , compensation, discipline, performance, or dismissal ofspecfic employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity.”

They exited closed session at 8:16 p.m. and approved the following personnel actions:

  1. Approved and accepted the resignation of [Nola Woessner] as the Head High School Scholastic Bowl Coach effective at the conclusion of the current season.
  2. Approved the hire of Hannah Davidson to teach high school Physics / Chemistry for the 2019- 20 school year.
  3. Approved the hire of Marilyn Stinnett as a long-term part-time sub for 3 half-days per week as an elementary counselor for a counselor on maternity leave.
  4. Approved the hire of Chris Dertz for 2019 summer Driver Education.
  5. Approved the hire of Rachel Todd as a 2019 summer credit recovery facilitator for grades 9-12.
  6. Approved the hire of Peyton Clouse for 2019 summer crew.
  7. Approved the hire of Delaney Mahoney as a 2019 summer data entry worker.
  8. Approved the hire of Logan Feltmeyer as a 2019 summer technology worker.
